During the 1970s, the Cold War began to ease under a detente policy and the beginning of peace talks. Brezhnev increased military spending while talking about peace; he created the Brezhnev Doctrine, which declared a threat to any socialist state was a threat to all socialist states in the soviet block. This, of course, included capitalist activity and halted progress being made for equality within the soviet union. He was also able to build up the Soviet Space program to be more efficient than the American one at the time, and because of other parts of the economy being deprived of funds, the standard of living went down. While these are all negatives, he was able to create some peace.
Under Reagan, the Cold War intensified again. He increased military spending and began a weapons program called "Star Wars," which heightened the Cold War. Also, Reagan's rhetoric increased fears of a communist attack, referring to the USSR as an "evil empire." Some may argue that he tried to end/cess tensions between the two opposing ideologies and countries, and some say he tried to win, but all we can trust are facts. And most of what he worked towards during his presidency heightened tensions.
