For the rock candy to form, sugar needs to come out of solution slowly to allow crystal formation. would adding more sugar after the heat is turned off be an effective way to create crystals?

IF the sugar solution is saturated at the boiling point, then adding more sugar will not increase the sugar in the solution.  It would just settle at the bottom of the container.  Also, if there was any crystal formation, you would disturb the crystals forming on the string/stick and you might lose them all together.
