The answer to this question is fetal alcohol syndrome. Children with this condition may have an abnormal appearance, short height, low body weight, small head size, poor coordination, low intelligence, behavior problems, and problems with hearing. Fetal alcohol syndrome is particularly problematic in some vulnerable low-income communities, such as in the Western Cape of South Africa.
