Both governments believed that citizens should be able to participate in the decisions made by government, so that the interests of the people could be properly represented. The US government does not randomly choose citizens to serve in the legislature, nor does it allow citizens to vote directly on most decisions. Athens also never gave the vote to enslaved people.
