Nation states is a nation that consist of several states which had their own laws/regulations but united under a single cultural entity of a nation.
Unlike an empire, nation states do not have a single ruler that had an absolute power within the nations and the states has the right to independently create a regulation for their own state.

Benedict said that because in a nation state, People now have a sense of belonging ( Imaged community). eventhough each people my have different background and purpose, being under a single national banner will give them enough reason to unite and aid each other under hard circumtances.
