The congressional districts of the House of Representatives are established according to the population of each state. Today, 7 states have only one congressional district: Alaska, Delaware, Montana, North Dakota, South Dakota, Vermont and Wyoming.
Although every district ideally has an equal population, the number of residents per delegate can vary greatly, especially in sparsely populated states. The at-large district of Montana, after the 2000 census, had the most inhabitants (905,316). The at-large district of Wyoming, on the other hand, had the smallest population (495,304).
