let, the length of the flower garden be "x"

Now,
We know.
Perimeter of a rectangle = 2( l + w)
                                26 = 2(x + 4)
                                26 = 2x + 8
                           26 - 8 = 2x
                           18 / 2 = x
                                 9 = x

So, the length of the rectangular flower garden is 9 feet.
