10-99: 200 digits 

So as we can clearly see, 9+200 is 24 more than 185, so, in that case,  the last number is 12 behind 99. 99-12=87 
And of course, the pattern keeps going up to ...858687, and 7 is the 185th digit.

So yes, The Correct Answer is that 7 is the 185th digit.!
