The EMT should manage the airway occlusion first because this is the main priority for the patient is having trouble breathing and having no airway to breathe in. This should be a priority for the patient wouldn't be able to make it in the hospital in time if this is not treated or managed first and pulse oximeter couldn't be used if this is not managed because it requires the patient to breathe if not, this instrument won't do.
