I think criminals would benefit more from community service than house arrest. Just sitting around at home isn't a punishment, it's practically a blessing. Doing community service they'd be 1) Helping out others, which is the opposite of what they were doing before, 2) Getting exercise, 3) Not having time to think about any possible "evil" plans, and maybe even 4) Getting to see just how the community needs help and not harm. So yes, criminals would benefit more from community service than house arrest.
