2/3 cup of sugar. you keep the 3 cups of flour the same, and put the 1 cup of sugar as a fraction like 3/3=1 cup. then just minus the 1 cup of flour from the top. 2/3 cups of sugar
use proportion 
3 / 1 = 2/ x     where x is the number of cups of sugar

3x = 2
x = 2/3 

2/3  cups of sugar is the answer
