You cannot claim ignorance of the Selective Service scheme.
However you can be exempted if you can prove you were confined from 30 days before you turned 18 through age 25 for a continuous period.
Another way to gain exemption is if you can prove that despite being aware of the scheme your failure to register was not intentional but due to some unavoidable circumstances.
However, In case you were freed or released for any period longer than 30 days during this window period, you were required to register with the Selective Service System. So this exemption may not stand.
It is necessitated by law that U.S. immigrants are required to register with the Selective Service System 30 days after their 18th birthday or 30 days after entry into the United States if they are between the ages of 18 and 25.
