Whether it is better to allow himself to be tormented by all the wrongs that he thinks a "outrageous fortune" bestowed upon him, or to arm himself and fight against them, putting a stop to them, he is debating whether life or death is preferable. He believes that his problems, his "heart-ache," would be resolved if he passed away. He continues to find death alluring; "it is a consummation devoutly to be wanted." Even dying, though, causes him anxiety since it may force him to dream, and he fears the dreams he may have to endure.
