When sailing close-hauled, towards an upwind destination, if the leeward telltale is fluttering or drooping,  the best course of action is staying in the interface between streaming aft and just beginning to lift will ensure you're on the wind all the time.

Reaching off, you are sailing too low. Stay in the area between the telltales streaming aft and just beginning to lift to keep yourself always on the breeze. Head up until the telltales on the windward side begin to lift, then bear away to keep them streaming aft.

The wind is flowing smoothly over both sides of the sail if both telltales stream back in a straight line. If the leeward telltale—the one furthest from the wind's direction—is flapping, sheet out the sail in its direction or tilt the boat away from it (head up) until it flows smoothly.
