In a permanant settlement you have the chance of agricultural growth and farming while nomads due to them never settling down don't have this benefit. In a permanant settlement you can domesticate animals in large amounts a contain them more easily. Permanant settlements also provide a better education to their people as they can settle down and build buildings for schooling which is probably why permanant settlements have more well-educated people.
