Use the conservation of momentum,

Momentum before expelling the water  momentum after expelling water

M x 0 = (M - m) x V + m x v

0 = - (1.5 - 0.12) x 2.8 + 0.12 v

3.864 = 0.12 v

v = 32.2 m/s
