According to the Declaration of Independence, the government is based on the people. John Locke said that a governments purpose was to serve the people within its borders. The people are the roots for the government, it is only natural the the government serves them. In other words, the purpose of a leader is not to declare war or expand their nation, not to be selfish, not to promote oneself, but to serve and take care of the people of their nation.
