There was no session of Maryland because it was the border between Virginia, and D.C., two states oppositional in their point of views. Virginia, who was a major confederacy US state at the time and D.C. who was a major federalist US state at the time. To avoid a problematic conflict between both states Maryland remained neutral in times of the war against slavery and the aftermath, thus refusing to join the confederacy.
