Sparta was the head of an alliance of independent states that included almost all land powers of the Peloponnese and central Greece, as well as that it had the sea power Corinth. Thus being said, the Athenians had the stronger navy, and the Spartans had the stronger army. Sparta and its allies, except for Corinth, were mostly land-based powers.
