An Anti-federalist was a person who:

  • was against the federal government being granted more power than states
  • was opposed to the new Constitution becoming the law of the United States

The statement in option C, makes it seem as though Congress has unlimited power that is impossible to be reined in even though this is not the case. It is therefore something that an Anti-federalist would say to discredit the Constitution.

In conclusion, Anti-federalists did not want the federal government to develop so much power that it would oppress the citizens and so tried to derail any attempts to give the federal government more power.
