It is easier to convey one's ideas and clarify the doubts regarding an effective communication when people are talking face to face and whenever the conversation requires such grave stakes that it is to be had with the President it is most understandable that the person would prefer a verbal conversation face to face with the President over a call or a letter.
It basically assures the person that their voice will be heard and they will have a chance to explain themselves properly.
