The correct answer should be in the hand of the representatives of states. The state representatives had to vote on whether or not they would ratify it, and if they hadn't ratified it then the constitution wouldn't be adopted and it wouldn't become the US constitution. A new one would have to be drafted and then that new one would be up for voting.
