Well, it was in the early 1900's that the reign of the Tsar's came to an end due to two revolutions. But yes, the Tsar was the title given to the leader or king of Russia at such and such a time spanning back to sometime after the 8th century I believe.

Tsar was the title used by Slavic monarchs, mainly from the Russian Empire between 1547 and 1917 (although since 1721 the official form was that of Emperor), but also by the rulers of Serbia (1346-1371) and Bulgaria (913-1396 and 1908-1946).
It should be noted that, contrary to what is commonly believed, does not imply an imperial rank, being equivalent to krol, kral, korol or kirali (several forms of the Slavic languages to designate the king, etymologically derived from the name of Charlemagne, Karl , in the same way that the word Tsar comes etymologically from Caesar)
