The evaluation step of public policy (last of 4, and implementation is the 3rd) checks whether the policy achieved its goal and whether it does not have unwanted side effects.
The stages of policy making include building, formulation, adoption, implementation, evaluation and termination. After a public policy is implemented it then is evaluated to see if it addressed the issues it was implemented to solve. It is important to evaluate these policy after a time because at times the policies themselves can make the problem bigger or just might not be effective while also not contributing to a bigger problem.
