The military insisted on a full-scale assault on Cuba. Kennedy on the hand was still hesitant because it could trigger nuclear war. Inside they applied a policy of quarantine through a blockade. Though a blockade could signal an act of war, Kennedy believe that would not provoke the Communists. Eventually both sides found themselves at a stalemate and negotiations solved the matter.
