The standard form equation of any circle centered at a point (a,b) with radius r is the following equation:

[tex](x-a)^2+(y-b)^2=r^2[/tex]

The center is (5,-3) and the radius is 4. Simply plug these into the equation I just presented you with.

[tex](x-5)^2+(y-(-3))^2=4^2[/tex]

[tex](x-5)^2+(y+3)^2=16[/tex]

And... that's it!
