the answer is c 6 cups and thats because if she has 2 cups of chocolate chips and it takes 3 cups of oatmeal to make the recipe and she has 9 cups which is 3 times 3 so take that and add times 3 to everything else and you get 2 cups chocolate  chips 3 cups of nuts and 9 cups of oatmeal
