Winthrop referred to the Massachusetts Bay Colony as a "city upon a hill" as the Puritans prepared to settle in the New World.
The concept of the "city upon a hill" meant that the Puritan settlement would be a model to the world for values and how to establish a community. Winthrop believed the world would watch and would model the success of their community because they were blessed by God. The quote has since been transferred to refer to all of the US as being a model to other countries.
