According to question, we will get

[tex]0.21*5 +0.6*13 = 0.0x*(5+13)[/tex]

[tex]1.05 +7.8 = 0.18x[/tex]

[tex]8.85 = 0.18x \\ x = 49.17[/tex]

Therefore the new concentration of vinegar is 49.17% .
