This means his main goals were: 1) To create a health care reform that guaranteed access to all the population, 2) Address the severe unemployment situation and give more opportunities for public jobs and 3) Bring back to U.S. all the troops that were stationed in Iraq, as a way to stop the war. Thus, the right answer  is D. Membership in NATO. For president Obama the U.S. were fine as a member of the NATO so it was not an issue for him.
